Los Santos

Los Santos is Grand Theft Auto's fictional counterpart to Los Angeles. One version is the largest city in the state of San Andreas in Grand Theft Auto: San Andreas. A larger, separate version is the central city in Grand Theft Auto V and Grand Theft Auto Online. ¹

Both versions mix the glamour of Vinewood with gang conflict, street crime, car culture and Rockstar's satire of life in Southern California. Grove Street is one of the best-known locations associated with the city, although its layout and place in the story differ between the 3D and HD universes.

Description

In Grand Theft Auto: San Andreas, Los Santos is the first major city Carl Johnson explores after returning home. The city is divided by gang trouble, drugs and corruption, while film stars and millionaires try to avoid the dealers and gang members around them. ¹ The story is rooted in Grove Street and South Central Los Santos before expanding across the rest of San Andreas.

Grand Theft Auto V reimagines Los Santos for the HD universe as a much larger metropolis surrounded by Los Santos County, with neighboring Blaine County lying outside the city and county boundary. Los Santos and Blaine County are separate parts of southern San Andreas. ²

The HD city moves between conspicuous wealth and street-level danger. Michael's Vinewood Hills home, Franklin's South Los Santos neighborhood and Trevor's trips into the city expose different parts of the same landscape. Beaches, luxury shops, film studios, golf and yoga exist alongside traffic, corruption, robberies and gang conflict. That contrast gives Los Santos its character: it can be beautiful, absurd and violent within the same journey across town.

Development and Influence

Los Santos draws on Los Angeles and its wider metropolitan area. The name means "The Saints" in Spanish, mirroring Los Angeles, "The Angels." Vinewood stands in for Hollywood, while districts, roads and landmarks borrow recognizable features from Beverly Hills, Santa Monica, Venice, Downtown Los Angeles, South Los Angeles and the city's industrial waterfront.

For GTA V, Rockstar Games returned to Los Santos because the earlier San Andreas version had covered only one part of a much larger state. Dan Houser said the team had not previously done Los Angeles "properly" and wanted a broader landscape that could include the city, coast, countryside, mountains and desert. ³

The result is not a street-for-street copy of Los Angeles. Rockstar compresses and rearranges the region so contrasting neighborhoods, landmarks and terrain remain close enough to support an open-world game, while giving it a brighter and broader identity than Liberty City in GTA IV. The skyline, beaches, freeway network and hillside neighborhoods create an unmistakable Los Angeles feel even where the geography changes. Geography and Environment

The HD-universe Los Santos occupies the southern part of the GTA V map. Downtown and its surrounding neighborhoods form the urban core; the Port of Los Santos and Los Santos International Airport sit along the southern waterfront; Del Perro and Vespucci open onto the western beaches; and Vinewood Hills rises north of the city before the landscape gives way to the countryside.

Freeways connect these areas and carry traffic around and through the city. Major routes include the La Puerta Freeway, Del Perro Freeway and Olympic Freeway. Smaller roads climb through Vinewood Hills, circle Downtown or run along the coast, making the city feel different depending on whether it is crossed at street level, from the freeway or by air.

Los Santos usually has clear, warm weather, but fog, cloud, rain and smog change its appearance. At night, Downtown's towers and freeway traffic produce a bright skyline. GTA Online also temporarily covers Los Santos and Blaine County in snow during its Festive Surprise celebrations. ⁵

The following districts and landmarks belong to the HD-universe version used in GTA V and GTA Online. Many combine features from several real Los Angeles locations rather than copying a single place.

Districts

• Downtown Los Santos: The city's financial and civic center, dominated by towers including Maze Bank Tower, the FIB Building and the Union Depository.
• South Los Santos: The southern neighborhoods where Franklin begins GTA V, including Strawberry, Chamberlain Hills, Davis and the HD-universe Grove Street.
• East Los Santos: A mixed industrial and residential area extending through places such as La Mesa, El Burro Heights and Murrieta Heights.
• Rockford Hills: An affluent shopping and residential district inspired by Beverly Hills, with high-end stores around Portola Drive.
• Vinewood: The center of the city's film and entertainment industry, filled with theaters, clubs, studios and the Vinewood Walk of Fame.
• Vespucci: A beachfront district inspired by Venice, including canals, a broad beach and a busy promenade.
• Del Perro: A coastal neighborhood inspired by Santa Monica, with the Del Perro Pier extending over the ocean.
• Port of Los Santos: The industrial harbor along the city's southern edge, filled with docks, cranes, warehouses and container yards.

Landmarks

• Los Santos International Airport (LSIA): The main airport, positioned on reclaimed-looking land along the southern coast.
• Maze Bank Arena: A large sports and entertainment venue in La Puerta.
• Kortz Center: A museum and cultural complex in Pacific Bluffs inspired by the Getty Center.
• Vinewood Sign: The hillside sign overlooking the city and parodying the Hollywood Sign.
• Del Perro Pier: An amusement pier with rides and attractions above the beach.
• Rancho Towers: A group of sculptural towers inspired by the Watts Towers.
• Rockford Plaza: A multilevel shopping center inspired by the Beverly Center.

Population and Residents

Los Santos is written as a city of sharp social contrasts rather than a single uniform community. Its neighborhoods include wealthy hillside residents, celebrities and film workers; beach crowds and tourists; commuters and office workers Downtown; and long-established communities across South and East Los Santos. Little Seoul, Davis, Strawberry, Rancho and Chamberlain Hills each have their own architecture, businesses, street life and local identity.

The city's residents are also central to GTA V's satire. Conversations, radio, advertising and incidental encounters turn Los Santos into a place obsessed with money, image, fame, property and self-improvement. Organized crime remains part of the setting. The Families, Ballas, Los Santos Vagos and Varrios Los Aztecas operate in and around southern neighborhoods, while more organized crews and syndicates appear throughout the story and GTA Online. Their presence varies by district and mission rather than defining every part of the city.

Businesses and Services

• Entertainment and recreation: Vinewood's studios and theaters sit alongside the Los Santos Golf Club, racetrack, nightclubs, beaches and the Diamond Casino & Resort.
• Vehicles: Los Santos Customs workshops appear across the region, the LS Car Meet provides a dedicated car-culture venue, and Luxury Autos displays high-end vehicles in Rockford Hills.
• Law enforcement: The Los Santos Police Department patrols the city, while the FIB and NOOSE appear during story missions and Online activities.
• Healthcare: Hospitals include Mount Zonah Medical Center, Pillbox Hill Medical Center, Central Los Santos Medical Center and St. Fiacre Hospital.
• Education: The city contains the University of San Andreas, Los Santos, along with schools seen or named around its neighborhoods.
• Public services: Fire stations, courts, transit infrastructure, utilities and government buildings make Los Santos feel like a functioning city even when missions use them as backdrops.

Grand Theft Auto Online

Grand Theft Auto Online turns the HD-universe city into a long-running shared setting. Players establish businesses, buy properties, collect vehicles and move between jobs, races, robberies and social spaces across Los Santos and Blaine County. Rockstar continues to add activities and locations to this same map rather than replacing the city with a new one. ⁴

The Los Santos Car Meet's Double Rewards Week is one example of how existing venues are revisited through rotating events. Seasonal changes also reshape the city for short periods: Festive Surprise brings snow and holiday activities, while the Valentine's season event adds themed rewards and modes.

Years of updates have made Los Santos denser with player-owned businesses and activity hubs, including Auto Shops, Arcades, Agency offices, Salvage Yards and the Garment Factory. The city remains familiar, but the reasons to cross it have continued to expand.

• In Grand Theft Auto IV, the distance-traveled statistic can eventually describe the player as having covered the distance from Liberty City to Los Santos.
• The Seal of Los Santos includes the Epsilon Program's stylized "E" and a Sasquatch, echoing two of the series' long-running mysteries.
• Heavy traffic jams appear during some character-switch transitions, but ordinary traffic does not usually reach the same scale during free roam.
• Los Santos appeared in an in-game advertisement in Max Payne 3 before GTA V was released.
