The "source" attribution was fabricated to borrow a real outlet's credibility, which is a classic move.

When a claim says "Source: IGN" but you cannot find a single IGN article saying it, that is your answer right there. Outlets will publish and promote their scoops relentlessly, publishing their sources to add credibility. A leak that cites a major site but has no actual article behind it is someone using a trusted name as a costume. Always check whether the cited source actually said the thing, because half the time they never did.

With that said, it isn't impossible for Rockstar North to bring Ned Luke or any one of the GTA V protagonists back for GTA 6 and have them make a brief cameo in Vice City or somewhere else in Leonida.

Keep in mind that the pre-order and price announcement of GTA 6 is heavily littered with references to Grand Theft Auto: Vice City and Tommy Vercetti, even outright mentioning Vercetti Estate. Bringing back a fan-favorite character definitely isn't out of left field for the studio. Besides, you can't even take Ned Luke's sarcastic word for it. He has done this before when there were rumors that he'd appear in Grand Theft Auto Online, and he eventually did in last year's uber-popular update.

So, yeah, any one of Michael de Santa, Trevor Philips, and Franklin Clinton could make their way to the fictional equivalent of the Sunshine State.

Unfortunately, there is no official word on any GTA V character appearing in GTA 6's main story. So, until Rockstar says otherwise, treat anything like this as fan fiction with a fake byline.
