Most of the Grand Theft Auto VI cover story was about the world. However, one line was about how you play your way through Vice City and Leonida, key information that slipped past most people. Apparently, in GTA 6, some missions will not open up until you have enough cash, which quietly changes how the whole game is structured.
The detail comes straight from the same feature. As lovestruck robbers and parters-in-crime, Jason and Lucia spend much of the game pulling heists and dodging the law and Rockstar Games says "raising money matters more than ever, as certain missions only become available based on your current income."
In older Grand Theft Auto games, money mostly bought you toys, weapons, cars, property and so on. In GTA 6, it also buys you access to the story.
So, if you're broke and bad at robbing people, among other things, parts of the game will stay locked until you earn enough money.

Crime in GTA 6 is a risk-and-reward loop, not just a sandbox.
Grand Theft Auto V lets you run its story more or less freely between big heists. Tying mission access to your bank balance is closer to an RPG, where progression is something you build toward rather than a menu you pick from. It also makes the crime you commit between missions feel like it matters, since robbing a store is not just for fun anymore. It is how you buy your way into what comes next.

The robberies themselves have more shape to them. You can hit a place alone or bring your partner and the duo option relationship dynamic that Rockstar had already discussed in detail before. You can go loud and fast or quiet and thorough and how hard you push a situation decides whether the police get involved and how heavily.
In GTA 6, the open world also means your choices are open-ended with a plethora of choices available to you rather than a scripted path. However, your notoriety comes with understandable consequences. On top of the returning six-star Wanted Levels, Heat means the cops actually investigate. They gather information based on your appearance and reports on where you have been seen at crime scenes, hunting you according to the most recent information available. Get sloppy and you get a comprehensive, lethal police response building against you.
Escaping it is a mechanic of its own now. You lose the cops by changing your look, new hairstyle, new clothes from the map's stores and salons and even ditching the vehicle you escaped in. Splitting up can divide police attention if they know they are chasing two people, but getting arrested drops a "Busted" screen even if the other protagonist slips away, so a duo score can still half-fail.
Put it together and GTA 6's crime is a proper economy. You rob to raise money, money unlocks missions, missions raise the stakes, and every job leaves evidence the police can use against you. It is a loop with real pressure on both ends, earn enough to progress, but stay clean enough not to get hunted.
Of course, this system isn't foolproof even on paper alone. Gating the story missions behind income is one grind away from feeling like busywork and Rockstar has not said how much money these locked missions need. Also, lest we forget, it has already locked certain content behind a paywall. But, if done well, this system pushes you to actually live in Leonida, making for a far more immersive experience. Done badly, it is a soft paywall of your own making.
Either way, this understated change is way bigger than GTA 6 featuring the largest map in the franchise.
