The phone in Grand Theft Auto VI includes apps for checking vehicle security, arranging transport and retrieving personal vehicles. Waink, RydeMe and Scooter Bros handle those tasks. 1
TGG's Rockstar North preview also lists BuckMe, WhatUp, a fitness app and Snapmatic. The table distinguishes apps with described functions from names whose uses have not been explained. 1

Vehicle scanning and recovery
Waink supplies information before you attempt a theft, including whether your available tools can start the vehicle. 1 Scooter Bros serves a different purpose: recovering your own vehicle. Police attention and impoundment can still complicate retrieval, as described in our vehicle-theft and wanted-system coverage. 1
Messages and social posts
Jason and Lucia can exchange texts, while criminal contacts can send practical information, such as a store-safe code from a fence. Some NPC social posts point to events you can find taking place in the world. 1
Using the phone in the world
The phone is a physical object held by Jason or Lucia. Instead of opening a small phone panel in the corner of the HUD, the camera moves towards the character's hand as they take it out. This makes checking an app part of the scene rather than a separate corner display. 2
RydeMe provides taxi-based fast travel. During a ride, conversations with another passenger are possible, so transport is not limited to selecting a destination and watching the journey. 2
What Snapmatic lets you do
Snapmatic lets you browse posts and follow accounts, but the preview does not let Jason and Lucia publish their own photographs. Their need to avoid a digital trail is the reason given for that restriction. 2
This is separate from the photo mode described in the TGG preview. Being able to take a screenshot or use photo mode does not establish that the image can be posted through Snapmatic.
Calling your partner and checking a target
You can call or text the other protagonist to meet while exploring separately. Messages can also arrive during time apart, including reminders about coming home late. Ignoring those messages may put strain on the relationship. 2
For a planned theft, Waink's scan answers several different questions: can you get into the car, do you have the equipment to start it, will a tracker complicate the escape, and what will registration cost?
