District 99 takes GTA RP in a direction most servers do not. Instead of focusing on civilian life or general city immersion, this English-language server is structured almost entirely around organized criminal activity, gang-versus-police conflict, and scheduled combat actions. If you have ever wanted to play FiveM more like a tactical squad shooter with a legal system wrapped around it, District 99 might actually be the server for you.
The setup here is unusually structured. The map is split into North and South regions with different weapon restrictions in each (the South only permits pistols like the Five-Seven, Glock, and M1911, while the North has fewer limits). Actions are classified into three tiers: Small-Scale (2-4 criminals, pistols only, no scheduling needed), Medium-Scale (4-8 criminals, same no-scheduling policy but police get numerical superiority), and Large-Scale (10-20 criminals, must be scheduled at least 4 hours in advance, negotiation is mandatory, all weapons allowed). This structure keeps things organized but also means the server leans heavily on planned events rather than organic chaos.
Plenty goes on inside the server beyond shootouts. Legal RP covers law enforcement, firefighters, mechanics, and doctors, with proper firearms licensing for legal weapons. The server has a dedicated investigative police division that handles gang invasions through a formal process involving Off-RP Discord announcements 24 hours in advance, in-game notifications one hour before raid time, actual court proceedings with lawyers and judges, sentencing, and even a post-invasion recovery system where defeated gangs have 48 hours to raid the police department and try to recover seized items. Kidnappings allow ransoms up to $600,000, with $250,000 per hostage negotiable, during specific robbery hours only. Gang alliances are permitted for certain action types but forbidden for kidnappings and invasions.
Community-wise, the server is heavily structured through its Discord, which includes dedicated sections for gang claims, gang recruitment, legal proceedings, VIP tiers with launch benefits, an Alpha-level "plan-a-large-action" channel, an Affiliate program with interview waiting rooms, and a proper influencer recruitment pipeline for content creators. The server has an active "city-online" channel, operations announcements, and a WallStreet recruiting system. Moderation is firm, with punishments ranging from warnings to bans for things like Dark RP (discrimination in any form), RDM, VDM, combat logging, and selling in-game items for real money. The server also bans specific software like ReviOS and requires Windows Defender to be installed, which is an unusually strict stance on system security.
To join, you connect via FiveM after verifying through the server's Discord, which handles token linking and onboarding. No whitelist application is mentioned publicly, but the community-heavy Discord structure means you are expected to engage there.
