What's the best place to find mods to use on GTA 5

Are mods still allowed within GTA5 as I heard some conflicting info saying I'd a bannable offence to use mods but if they aren't and we can use them where are the best ones to use. Id love to change my character to be able to do funny things in my own world

As long as you're not trying to play GTA Online with the mods on (which you should be able to disable easily if you have everything setup correctly via FiveM). In Story Mode, you're perfectly fine!
