GTA 6 is a big game that likely will have several earlier builds because it hits store shelves.

According to a source, an early build of GTA 6 included plans to have four protagonists and three cities. ORIGINAL POST

The same source is claiming that the original plans explains why the codename for GTA 6 is "Project Americas."

Unfortunately, GTA 6 remains a few years away, so we'll have to wait a while to find out if all these rumors are true or not.

Regardless, one thing that's for sure is that GTA 6 is the most ambitious game by Rockstar Games.
